Captain Frei is a 1960 graduate of Howe Military School. He joined the HMS staff as a TAC Officer in September of 2004. He has attend Texarkana College, East Texas State University, New York State University, Central Texas College, and Kilgore College and has a total of 117 credit hours, the majority of which are in the Criminal Justice Curriculum. Captain Frei has a total of 18 years experience in law enforcement where he held ranks of Patrolman, Police Recruit Training Officer, Police Detective, Patrol Sergeant, Texarkana, Texas Police Department, and Chief of Police.
